China issues interim measure for confirmation and registration of property rights of natural resources

China's Ministry of Natural Resource, Ministry of Finance, Ministry of Ecology and Environment, Ministry of Water Resources, and National Forestry and Grassland Administration recently jointly issued an interim measure for the confirmation and registration of property rights of natural resources in order to advance the legalization of an effective property rights system featuring confirmed ownership, clarified rights and responsibility, strict protection, smooth transfer and effective supervision.
The main task of the interim measure is to complete the confirmation and registration of property rights of natural resource assets with proved reserves, including oil, natural gas, and precious and rare metal. Ministry of Natural Resource can issue certificates of ownership of natural resources and should make them public.
