Yunnan launches three-year plan to grow specialized and innovative enterprises

Yunnan Government has released a Three-Year Action Plan (2025–2027) to accelerate the growth of "Little Giant" enterprises, which are high-tech, specialized small and medium-sized companies with strong innovation potential.
The plan focuses on helping companies develop new products, expand into emerging industries, and explore new business models. Newly formed or spin-off companies will also be included in the province's support system.
Key priorities include extending the industrial value chain for nonferrous metals such as aluminum and copper by boosting downstream products, strengthening the rare and precious metals sector (such as indium, germanium, and platinum), and promoting materials like high-purity indium, ITO targets, indium phosphide, solar cells for satellites, germanium optics, and platinum-based functional materials.
Additionally, Yunnan will make full use of its phosphate resources to vertically integrate the new energy battery supply chain, advancing an end-to-end ecosystem from phosphate mining to phosphoric acid, cathode materials, and battery production.
